The
July 17, 2002 revision of the U.S. Environmental Protection Agency's
(EPA's) Spill Prevention Control and Countermeasure (SPCC) Act
strengthened the requirements for facilities to conduct inspections
of aboveground storage tanks (ASTs) and piping on a regular basis
using recognized industry standards. To comply with the new SPCC
regulations, which will take full effect in October 31, 2007,
owners will need to have their AST systems evaluated and tested
by inspectors certified under these industry standards. The revised
SPCC rules specifically reference the Steel Tank Institute (STI)
Standard SP001 "Standard for the Inspection of Aboveground
Storage Tanks" as one of the industry standards for conducting
tank inspections. In fact, the STI Standard SP001 is gaining wide
acceptance as the most prudent, practical and cost-effective means
for inspection of shop-built and field-erected tanks under 50,000
gallons.

timely and cost-effective means of meeting the tank and pipe inspection

revision and/or evaluation of SPCC Plans for new and/or existing
facilities.
